Ex-offenders face many obstacles when they seek to improve their skills and employment prospects. Many ex-offenders lack basic skills, qualifications, vocational skills, recent work experience, references or established work habits. Their competitiveness in the labour market is further reduced by financial problems, housing difficulties, health difficulties and family responsibilities.
